Magnifying Glass
A free program which provides a screen magnifying glass. It's not specifically for PowerPoint but it works brilliantly during a slide show.
The program is called Virtual Magnifying Glass and you can download it completely free from SourceForge

Once installed and running in the background you can call it either from the task bar or more usefully with a keyboard shortcut Ctrl+Alt+M. (You can modify the key combination if you wish)
This is great but there's more! Using either the mouse wheel or + and - on the numeric keypad the magnification can be adjusted on the fly AND the arrow keys adjust the size of the glass - brilliant!
Moving around your slide is as easy as moving the mouse and a click closes the magnifying glass.
